RESUMELa logique d’implantation des cités idéales, au fil des siècles, vise une société parfaite organisée de manière équilibrée,notamment en matière d’habitabilité. Les quartiers d’habitat collectif modernes, sensés assurer un logis sain pour tous, sontréalisés sur des bases mathématiques, en dehors de toute dynamique urbaine et en faisant abstraction des aspects social etenvironnemental. De même, les utopies urbaines ont été conçues sur la base d’une logique économique conditionnant desmodèles d’organisation des sociétés où le trait dominant demeure la production de logements en grand nombre au détrimentdes aspirations et du bien-être. A l’aube du troisième millénaire, le projet urbain, comme solution alternative, vient d’instaurerune autre logique de pensée humaine, basée sur des méthodes d’évaluation tributaire d’un ensemble d’indicateurs. Il proposeune autre vision structurée sous forme de registres logiques à concerter par tous. Dans ce contexte, les quartiers des grandsensembles en Algérie et partout ailleurs lancent un grand défi aux autorités centrales et locales pour les investir encore unefois.MOTS CLES: Quartier, Habitat collectif, Projet urbain, Durabilité, Planification urbaine, registre.SUMMARYThe logical implementation of ideal cities over the centuries aims to make a perfect society, organized in a balanced way,particularly in terms of liveability. The modern neighborhoods of social housing group, as providing a healthy environment forall, are made on mathematical bases, regardless the social, environmental and urban dynamics aspects, even, draft of urbanutopias that were impregnated with an economic logic that determines patterns of organization of societies, where thedominant trait remains the construction of a great number of housing at the expense of aspirations and welfare. At the dawn ofthe third millennium, the urban design, as an alternative, has just created another logical human thinking, based on evaluationmethods and indicators in relation to the target project. It suggests another vision as logical registers to consult all.
