In all countries, regardless of their development, urbanslum residents commit the majority of the reportedcrimes. Studies of cities of developing countries appearto show similar correlations. Numerous studies, ofdeviant behavior, point out that squatter areas, and illicitdistricts, are the seedbeds in which “delinquents” carryon their activities. (1)This paper tends to apprehend the theme of violence andinsecurity in illicit districts from a new point of view, byadopting the environmental approach to crime. Thestudy aims to understand how and why this urban shapeproduced by the illicit districts affects human behaviornegatively and encourages vandalism.To test various hypotheses derived from a theoreticalmodel, a representative sample of persons to beinterviewed was selected from two illicit districts(Bouakal, and Chikhi) in Batna, a middle city inAlgeria. The city of Batna in Algeria is specified by thespectacular and singular character of its anarchicalurbanization. The illicit habitat in Batna constitutes thehigher proportion of the real estate park.
